Support to a selected number of project concepts to be developed into full-fledged project outlines with eight annexes, covering such areas as GHG emission reduction calculation, business model development, collection of data, analysis and design of the financial mechanism, budget for and Detailed Project Preparation concept, etc. as part of the call for projects in 2023, 2024, and 2025. The assistance given to the applications included tailor-made advisory in the development of high-quality project outlines, training on the job and final quality checks. This was followed by a systematic assessment of selected project outlines submitted in 2024 and 2025 against six main categories: transformational change, financial ambition, mitigation potential, project rationale, project design, and DPP concept. The assessment included both desk-based reviews as well as in-depth assessments on-site.
