Our work

The GIZ-commissioned assignment “Technical Support to the Elaboration of the Mozambican NDC 3.0” contributes to the “Supporting Climate Policy and Energy Transition in Mozambique” (PCTE) programme, commissioned by the BMZ and implemented by GIZ. The project aims to provide comprehensive technical support for the elaboration of Mozambique’s NDC 3.0 covering 2025–2035. Based on lessons from NDC 2.0, which lacked realism and national ownership, the assignment seeks to develop an ambitious, data-driven, achievable, and nationally owned NDC 3.0. The intended impact is to reduce emissions in line with international frameworks, strengthen resilience to climate change, and attract climate finance through realistic and measurable actions, while improving transparency and accountability.
The implementation strategy by NIRAS follows a comprehensive, inclusive, and data-driven approach aligned with national policies and international best practices. It emphasizes coordination with parallel initiatives such as the LT-LEDS and ICAT projects, ensuring coherence and leveraging existing climate policy work. A whole-of-society approach will guide stakeholder engagement across sectors and levels, promoting ownership and integration of the NDC into broader development strategies.
